The current requirement of draft stops being required in attics larger than 3 000 square feet was included in the 1970 code adopted by the city of austin on dec.

Basically any structure built or remolded since the early 1970s needs to have draft stopping every 3 000 square feet of attic space.
Draftstopping shall be provided in attics mansards overhangs or other concealed roof spaces of group r 2 buildings with three or more dwelling units and in all group r 1 buildings.
Draft stops shall be installed in attics mansards overhangs false fronts set out from walls and similar concealed spaces of buildings having uses other than dwellings or hotels so that the area between draft stops does not exceed 3 000 square feet 279 m and the greatest horizontal dimension does not exceed 60 feet 18 288 mm.
We do not need drafts stops in attics because there is an attic access.
We do need drafts stops in mansards because the mansard attic is an enclosed space without an access.

If you want a draft stop ceiling access panel that has a lot of benefits to offer best access doors has it.

If i provide an access to the mansard attic area i do not need draft stops.
